Fremont County will not let a plat be signed or recorded until the Public Works Director signs the improvement drawings. The road is not finished when the paving is

Anyone who builds a road to county standard on a subdivision runs into a sequence that is not obvious from the construction drawings. There is a point at which the work is physically complete and a later point at which it is accepted, and between the two sits paperwork that can hold up the recording of a plat.

The county sets that out in four short provisions, and the first one is the one that stops everything.

The plat waits on the drawings, and the drawings wait on the Public Works Director's signature. That is a hard dependency between a road-engineering document and a land-recording event, and it is the reason drawing approval belongs early in a programme rather than alongside the construction.

The middle two rows describe a professional obligation that is easy to underestimate when pricing a job. The engineering firm does not merely stamp the original drawings as built — it inspects in detail, amends the drawings to reflect what is actually in the ground, and then certifies in a letter that the work meets county standards.

That certification is a professional statement about somebody else's construction. An engineer asked to sign it will want to have been present during the work, and a firm brought in at the end to certify a road it never watched being built is being asked for something uncomfortable. Engaging the engineer for construction observation, rather than only for design, is the way that ends well.

The one-year guarantee

The final provision is the one with a date attached, and the date it runs from is not the one most people assume.

All materials and workmanship are warranted by the applicant or contractor for a minimum period of one year after the date the Letter of Substantial Completion has been officially entered into the County Commissioners Minutes. Where repairs are required, the contractor must promptly repair the work on written notice from the County.

Why compaction testing is named specifically

The code allows the County to require inspection reports, and singles out compaction testing as an example. That is not arbitrary. Compaction is the property of a finished road that is invisible once the surface goes on and expensive to remedy afterwards, and it is the failure that shows up in the first spring rather than the first month.

Practically, that means compaction results are worth generating as the work proceeds rather than reconstructing at the end. Testing during construction is cheap; establishing after the fact what was achieved under a completed surface is not — the same logic that governs base material choices in what gravel to use on a driveway, applied at subdivision scale.

How to sequence a subdivision road so this does not bite

  1. Get the improvement drawings into Public Works for checking early, and include the proposed final plat and improvement agreement with them, because the code requires those to accompany the submission.
  2. Treat the Public Works Director's signature as a gate on the plat, and put it on the critical path rather than treating it as a formality that runs in parallel.
  3. Engage the engineering firm for construction observation, not only design, so that the eventual certification is a statement about work it actually saw.
  4. Generate compaction and other test results during construction, since the County may require the reports and they cannot be produced retrospectively.
  5. Amend the drawings to Drawings of Record as the work proceeds rather than reconstructing them afterwards from memory and photographs.
