How deep do utility trenches have to go in Island Park?
The number that gets misquoted
Fremont County Ordinance 2005-02 does set a 32-inch minimum, and it is a real and important number — but read what it is about:

Footings. The sentence is about what a building stands on. It is quoted on this site's site-prep walkthrough and on the season-end page for exactly that reason. What it is not is a specification for the trench carrying water to your cabin — and treating it as one is how a service line ends up buried to a number nobody chose for it.
What the county does specify, and where
Where the county has a direct interest — its own road right-of-way — it is precise, and the depths differ by what is in the trench:
THE said shall be laid to the depth to allow a minimum of three (3) feet of cover for irrigation lines or utility conduit, a minimum of one (1) foot of cover for a metal or concrete culvert, or a minimum of eighteen (18) inches cover for buried cable. Casing pipe shall be required for all pressurized liquid pipelines crossing the roads, except for domestic water lines up to 2 inches in diameter. All material shall be new. The proposed project must be installed under any culverts that are crossed.

Two limits on reading that table. First, it governs crossings of a county road right-of-way, not the trench running across your own lot. Second, it is a minimum cover rule about protecting the county's road and the facility under it — it is not a frost-protection specification, and a pipe at exactly three feet is not therefore safe from freezing.
The honest gap
There is no published Fremont County depth for a private water service line on a private lot, and this page will not invent one. That is not an evasion; it is where the authority actually sits. The depth that matters for a waterline is a frost-protection question answered by the utility or district serving you, by the plumbing code as administered by the county building department, and by the operator who has dug that particular ground before. Three specific places to ask:
- Your water provider or district, which usually has a standard depth for services in its area and will state it
- The county building department, for what inspection will expect on the plumbing side of the build
- The excavator, who will tell you what they bury lines at here and, more usefully, why
Get the answer before the trench is open, because reopening it is the expensive version of asking.
Why depth is not the only variable
Two lines at the same depth do not have the same risk. What is around the pipe matters as much as how far down it sits — bedding material, whether the backfill was compacted in lifts or dumped, and whether the trench drains or holds water all bear on whether a line survives its first hard winter. So does what happens above it: a trench under a plowed, scraped driveway loses the insulating snow cover that ground beside it keeps, which is one reason routing decisions belong in the design rather than in the moment.
Depth of cover, bedding, compaction and route are four separate line items. A bid that names one and leaves the rest implied has not priced the job — the same problem the cost page describes for every other part of a dirt-work quote.
Before any of it, the locate
Utility trenching is the excavation most likely to meet another utility. Idaho Code § 55-2205 sets the window: notice to the one-number service at least two business days and no more than ten before work begins, with the path pre-marked in white. Common questions
Does the 32-inch frost depth apply to water lines?
No — that figure is a footing rule. Fremont County Ordinance 2005-02, Section 4 sets a 32-inch minimum frost depth for footings, meaning what a building stands on. It is widely repeated as though it were a universal burial depth for anything in the ground here, and it is not. The depth for a water service is a separate question with a separate authority.
How deep does Fremont County require utility conduit to be buried?
Where it crosses a county road right-of-way, the county's permit specifies a minimum of three feet of cover for irrigation lines or utility conduit, eighteen inches for buried cable, and one foot for a metal or concrete culvert. So how deep should my water line be?

Is minimum cover the same thing as frost protection?

The same permit requires all material to be new, and requires the proposed installation to pass under any culverts it crosses rather than through or above them.
Does a plowed driveway change how deep a line should be?
It changes the risk, which is why route is a design decision rather than a convenience. Ground under a driveway that gets scraped clear all winter loses the snow cover that insulates the ground beside it, so frost drives deeper there than it does under undisturbed ground a few feet away. Running a service line the length of a plowed drive is not automatically wrong, but it is not neutral either.
What else matters besides depth?
Bedding, compaction and drainage. What surrounds the pipe determines whether it is supported evenly or bearing on a rock; whether the backfill went in compacted in lifts or was pushed in loose determines whether the trench settles into a channel later; and whether the trench drains or holds water determines what a freeze does to it. Depth alone is the easiest number to specify and the least complete.
Do I need an 811 locate before trenching?
Yes, and trenching is the excavation most likely to find something.
