What a culvert is actually for

A roadside ditch is a drainage system, and your driveway is about to sit across it. The ditch carries snowmelt and storm runoff along the road to wherever the road's designers decided it should go. Fill a length of it with driveway and the water stops — which means it backs up, finds a new route, and takes the shoulder or your approach with it. A culvert is the pipe that lets the ditch keep working underneath you.

Which is why the question is rarely whether. If there is a ditch, water is using it. The real questions are what diameter, how long, at what grade, and who signs off.

The county decides, and it decides in the permit

A new access onto a county road requires a driveway permit — the county's pre-construction checklist (revised 2026-04-17) routes county-road approaches through Public Works, and highway approaches to the Idaho Transportation Department. That permit is where the culvert gets specified, which has a practical consequence worth saying plainly: the culvert is not a detail your excavator gets to settle with you privately. An operator who tells you what size pipe to buy before the permit exists is guessing at the county's answer.

What the county does publish is the standard its work is measured against. Its right-of-way permit — the one used for utility crossings rather than approaches — points at both documents by name and sets a cover minimum:

Read that as a pointer, not as your spec. It governs pipes and conduit crossing a county road, not driveway approaches, and it is quoted here because it names the two rulebooks — ISPWC and the county's own roadway standards — that an approach will also be built to.

What is not published, and why that matters

Fremont County does not post a driveway-culvert diameter you can look up and buy against. A minimum diameter and length exists in plenty of Idaho counties' road manuals, and you will find those numbers online — but they belong to those counties, not to this one, and building your approach to a neighbouring county's figure is how an inspection goes wrong. Numbers that could not be confirmed against a Fremont County document are deliberately absent from this page.

Two things that bite later

Winter. A culvert's ends sit exactly where a plow blade travels, and an unmarked end is a repair bill. Stake them with the rest of your snow markers in the fall, every fall.

Ice. A pipe that runs full in spring runoff can freeze solid over winter, and a blocked culvert in March sends meltwater over your approach rather than under it. Grade, diameter and outlet all feed that, which is another reason the sizing conversation belongs with the county rather than with a tape measure.

And it is still a dig

Setting a culvert means excavating in the road shoulder — the strip most likely to have utilities running along it.
